County Secretaries and Heads of Public Service from 25 counties gathered at Sarova Woodlands Hotel, Nakuru, for a caucus organised by the Council of Governors (COG). The meeting focused on policy and legislative matters affecting the public service, aiming to strengthen county administration by enhancing coordination, leadership, and performance across all devolved units.
During the caucus, Kirinyaga County Governor and COG Chair Emeritus, H.E. Anne Waiguru, acknowledged County Secretaries as symbols of good governance and custodians of the Governor’s vision. She urged them to uphold efficient, coordinated, and citizen-centric leadership, emphasising that “as the Head of Public Service, you work for any government in power,” highlighting the importance of neutrality and depoliticising the public service.
Bungoma County Governor, H.E. Kenneth Lusaka, and Baringo County Governor, H.E. Benjamin Cheboi, emphasised meritocracy, teamwork, and the need to restore pride in the public service.
COG CEO Mary Mwiti delivered a presentation on the five pillars of public service: value, authenticity, influence, receptivity, and balance, urging officials to integrate these principles as they build and strengthen the County Public Service brand.
Nakuru County Secretary, Dr Samwel Mwaura, conveyed the Governor’s regards and expressed his interest in inter-county learning, sharing best practices, and innovations in public service management.
The discussions underscored the pivotal role of the Office of the County Secretary as the central nerve of county administration, a symbol of good governance, and a mirror of county performance.
