KDSPII

The Second Kenya Devolution Support Program (KDSP II) is a flagship initiative by the Government of Kenya, implemented in collaboration with county governments and supported by development partners, including the World Bank. The program builds on the successes of the first phase of KDSP and aims to strengthen devolution by enhancing institutional performance, service delivery, and accountability at the county level.

KDSP II focuses on improving the capacity of county governments to effectively deliver services to citizens through strengthened public financial management systems, enhanced transparency, and improved accountability mechanisms. The program also promotes citizen engagement and participation to ensure that development priorities reflect the needs of the people.

KDSP II : Key Result Areas

  • Strengthening County Financing and Expenditure Management

Under this key result area, Nakuru County is focused on improving its capacity to mobilize and manage financial resources effectively. This includes enhancing local revenue collection systems, digitizing and automating financial management processes, and addressing pending bills to improve fiscal discipline. The County is also strengthening institutional frameworks, including the establishment and operationalization of Single Project Management Units (SPMUs), to ensure efficient planning and execution of development projects.

  • Improving Intergovernmental Coordination and Human Resource Management

This area seeks to strengthen collaboration between Nakuru County and the Government of Kenya to ensure seamless service delivery. Efforts are directed towards improving human resource management through comprehensive HR and payroll audits, aligning staffing levels with service delivery needs, and promoting a performance-driven public service culture that enhances efficiency and accountability.

  • Enhancing Oversight, Participation, and Accountability

Nakuru County is committed to promoting transparency, accountability, and active citizen engagement in development processes. This includes establishing community-based project management committees, implementing robust Public Investment Management (PIM) frameworks, and integrating climate-resilient planning approaches. The County is also leveraging digital solutions such as real-time dashboards to track project performance, enhance oversight, and provide citizens with platforms for feedback and participation.
