Introduction

The Department of Lands and Physical Planning, Housing, and Urban Development is responsible for efficient land administration, spatial planning, housing development, and urban infrastructure improvement. The department ensures proper land use, promotes affordable housing, and fosters sustainable urban growth to enhance livelihoods and economic development.

Mandate

  • Implement Land Policy, undertake Spatial Planning, Land Surveys & mapping and provide affordable and accessible housing.
  • Secure, planned and diversified human settlements.
  • To facilitate spatial planning, affordable housing and sustainable development of rural and urban areas.
  • Offer Physical and land use planning services to various departments, organizational bodies and general public.
  • Provide spatial framework to guide land use, planning and development.
  • Facilitate access to decent and affordable housing.
  • Enhance sustainability and resilience of urban centers.
  • Enhance land-based revenue and taxes.

Functions

  • Development of Physical and Land Use Development Plans.
  • Consider and approve development applications and controls.
  • Provide advisory services on Physical and Land Use services.
  • Survey and maintenance of Geospatial Information Systems (GIS).
  • Facilitate resolution of boundary and land disputes.
  • Undertake land administration, management and valuation.
  • Plan housing developments and related infrastructure projects.
  • Provide technical support to urban management institutions.
  • Coordinate and implement urban development projects.
